john-paul-i.jpgJohn Paul I Biblical Center (JPIBC) was founded on April 1, 1979 by a German Doctor of Exegesis, Rev. Fr. Ludger Feldkaemper, SVD, who at that time was a Professor of Sacred Scriptures at Immaculate Conception School of Theology (ICST) in Vigan, Ilocos Sur. Together with him were the late Sr. Henrietta Sebastian, OSB, who had to be credited with the original idea of founding the Biblical Center, and Rev. Fr. Wim Wijtten, SVD, for his supportive encouragement and advice.

On September 29, 1979, on the day of its blessing by the late Archbishop Juan C. Sison, DD, of Nueva Segovia, the late Bishop Odilo Etspueler, SVD, DD, of Bangued, Abra, and Bishop Edmundo M. Abaya, DD, of Laoag, and in the presence of Lay Leaders, Religious Sisters, Priests and Seminarians, JPIBC was officially recognized by the Church as an agency for Biblical Ministry in Northern Luzon.

On May 16, 1981, JPIBC occupied a site for its office, a 160-square-meter room with another compartment for a sound production network, blessed on October 11, 1981 by the ten Northern Luzon Bishops who chose Bishop Edmundo M. Abaya, DD as liaison with JPIBC staff. The office is located within the compound of ICST.

On September 20, 1982, on the Feast of St. Jerome, the Northern Luzon Bishops gathered together at the Immaculate Conception School of Theology to sign the JPIBC Constitution. The Center is then officially owned and governed by the Northern Luzon Bishops as their agency for the promotion and coordination of Biblical Apostolate primarily in their own ecclesiastical jurisdiction. This time Bishop Edmundo M. Abaya, DD was elected to chair JPIBC Board of Directors, and simultaneously as Bishop Chairman of the Northern Luzon Commission for the Biblical Apostolate.

On August 1982, Fr. Feldkaemper formally accepted the position of Secretary General to the World Catholic Federation of Biblical Apostolate (WCFBA), now called the Catholic Biblical Federation (CBF) where he faithfully carried out his office from 1984 until 1999. He was officially succeeded by Fr. Wim Wijtten, SVD as JPIBC Director on June, 1983. Fr. Wim, who became the director of Nemi Biblical-Pastoral Course and Coordinator of the worldwide SVD Biblical Apostolate based in Rome, was replaced by Rev. Fr. Oscar Alunday, SVD in the administration of JPIBC on August 1, 1990. On account of his new assignment as Campus Minister of the Divine Word Academy of Dagupan City, Pangasinan, Fr. Alunday (presently the Executive Secretary of the Episcopal Commission for the Biblical Apostolate – ECBA) was replaced by Rev. Fr. Manolito Barona, SVD who officially took over the administration on August 1, 1996 and served the Center for six years until 2002. Fr. Noli Barona having finished his appointment for two terms in a meaningful manner turned over the directorship to Fr. Dominador O. Ramos, SVD on the 15th of May 2002. He is now the present director, the fifth on the line ever since the Center was founded.

Some special and unique features JPIBC must be noted for, is its being first among the Regional Biblical Centers in the Philippines, the first among the Biblical Centers to become an Associate Member of the CBF, and for its Word Alive Biblical Institute (WABI) that was started in 1991. This institute is in close collaboration with the faculty and administration of the Immaculate Conception School of Theology. WABI is a Trainers’ Training Course in the Biblical-Pastoral Ministry for Lay Ministers of the Word.

In the cooperative effort to support the priority of the CBCP to place a significant role of a scripture-based evangelization, JPIBC was established. It is now twenty eight years of humble existence, faithfully serving the entire Northern Luzon Region – Region I, Region II, and the Cordillera Autonomous Region (CAR), with its three Archdioceses and their respective suffragan dioceses, vicariates, and prelature namely: the Archdiocese of Tuguegarao covers the dioceses of Ilagan, Bayombong, Vicariate of Tabuk, and the Prelature of Batanes, the Archdiocese of Nueva Segovia covers the dioceses of Laoag, Bangued, Baguio-Benguet, and Bontoc-Lagawe, and the Archdiocese of Lingayen-Dagupan which covers the dioceses of San Fernando La Union, Urdaneta and Alaminos.

jpibc-official-logo.jpgJohn Paul I Biblical Center is the Regional Center for the Biblical Apostolate in Northern Luzon. It is a venue for biblical-pastoral training and exchange of experiences. It is pastoral in nature and orientation,

1. owned by and an agency of the Northern Luzon Bishops, Inc. for the promotion and coordination of the Biblical Apostolate primarily in their ecclesiastical jurisdictions;

2. regulated by the resolutions of the Catholic Bishops’ Conference of the Philippines (CBCP) concerning the Biblical Apostolate;

3. committed in cooperation with the Catholic Biblical Federation (CBF) of which it is an Associate Member, to the implementation of the directives of Vatican II and other ecclesiastical documents concerning the pastoral use of sacred scriptures.




Impelled by the Living Word alive in us

and by the intensifying, dehumanizing conditionsin the environment,

we, the biblical promoters and animators of Northern Luzon,

envision a Community of Disciples

rooted in the Word of God.

We commit ourselves to:

  1. internalize Gospel values for a more intense proclamation of the Living Word

  2. raise the quality of the integral formation and nourishment of Ecclesial Communities

  3. strengthen our networking with institutions, groups and individuals whose orientation is similar and supportive to that of Northern Luzon Biblical Pastoral Ministry

  4. promote intercultural and inter religious dialogue on the Living Word in the light of New Evangelization.


The biblical-pastoral efforts of John Paul I Biblical Center aim in particular at:

  1. Evangelization through the scriptures by making the Sacred Scriptures and other biblical materials easily accessible to all Christian faithful
  2. in order to strengthen the faith of the individual believers as a response to the Word,
  3. to build truly Christian communities based on the Word of God and thus to
  4. cooperate towards a new surge of spiritual vitality in the Church from an intensified veneration of God’s Word.

Ongoing formation of “Ministers of the Word” namely:

  1. Priests, religious, seminarians, catechists, lay leaders, youth leaders, teachers, facilitators of Bible Sharing groups and all other pastoral agents are in need of adequate and continuous formation in order to be ever better prepared to provide effectively the nourishment of the Scriptures to the People of God.
  2. “Gospel-inspired lay people” with a special attention to the Youth, Indigenous peoples and the Family. Only by being deeply imbued themselves with Gospel values can they become evangelized and at the same time evangelizing. The temporal order / sphere of things can be penetrated and made perfect through the Spirit of the Gospel.



dscn2126.JPG“Were not our hearts burning [within us] while He spoke to us on the way and opened the scriptures to us?” (Lk. 24,32) The staff of the John Paul I Biblical Center inspired by these words in the Sacred Scripture responded to the challenge of being instruments in sharing the Word Alive in Northern Luzon and to the world.

Miss Zusan Asistin is the youngest in service incharge of the finances of the center. She comes from Luna, La Union, Diocese of San Fernando. Mr. Joel Bugtong is incharge of the Electronic Media Department comes from Toon, La Paz, Abra, Diocese of Bangued. Miss Flordelis Dacquigan our out-going treasurer is preparing for her retirement. She is the first staff of the JPIBC to reach retirement age in active service. She comes from Pamplona, Cagayan, Archdiocese of Tuguegarao. Miss Felicidad Gines from Nagbukel, Ilocos Sur of the Archdiocese of Nueva Segovia is incharge with biblical formation programs, seminars, workshops and the Word Alive Biblical Institute. She is a pioneer of the JPIBC.

Fr. Doms O. Ramos, SVD is the director of the John Paul I Biblical Center for Northern Luzon. He comes from Cagayan de Oro City, Misamis Oriental. He has been with the biblical center since May 15, 2002. He is also assigned currently as the President of the Divine Word College of Vigan.
